Thanks for the post. When a user account gets locked out (In the absence of administrative permissions), it cannot be unlocked by the same user and only an administrator can unlock the account. Yes, the network will not allow the user to log into the system. You can try out Lepide's Active Directory Self Service tool for password rest and account unlocking. It is a freeware for 50 users. A user can be provided with a right to unlock his own account and can reset his own password even if administrator allows the user to do so. Moreover, the same user can unlock his peer's account or can reset his coworker's password in his absence but again the administrator has to allow the user to do so. Lepide's Password Rest application is excellent approach towards such a highly frequent occurring issue which eats up more than half of the time of an administrator. You can try out the freeware and can get back to us for any queries you have.
