For this issue you need to deplay the Outlook Social Connector to pre-Outlook 2010 versions to get this functionality

Actually outlook 2007 doesn't have the ability to do so as
this product add images of users in active directory
and if outlook or exchange supports the feature
it will show in you mail also

Actually we are using Exchange 2007 & Outlook 2007
and so I am not sure that this works with Exchange 2007 & Outlook 2007

If you want to add photos in bulk the simple solution is try our free tool Active Directory Bulk Image Editor
so that you can upload and manage images in Active Directory's thumbnail Photo and jpeg Photo attributes.
